Nowadays, health is the first interest and the priority of everyone. Therefore, more and more people wish to improve health at places with equipment efficiently and professionals. To accommodate such demands, many business-sport facilities have appeared, developed and raised service qualities.

Regarding business sports activities, The Government promulgated Decree No. 36/2019/ND-CP detailing some provisions of the law amending, supplementing several articles of the law on physical training and sports in which the main content is regulations on conditions, order andbhm procedures for issuing the certificate of eligibility for sports business

1. Conditions for obtaining the certificate of eligibility for sports business

Conditions of material facilities, equipment and devices: must meet national technical standards published by the Minister-Director of Vietnamese Ministry of Culture, Sports and Tourism. Each particular sports field will have its own conditions.[1]
Conditions of professionals:[2]

a. Trainers: must meet one of the conditions as follows:

Being coaches or athletes of level two or higher or other equivalent levels in accordance with the registered sports activities;
Having degrees in physical training and sport at least intermediate level in accordance with the registered sports activities;
Being trained in sport professionals according to the regulations of the Minister of Culture, Sports and Tourism.

b. Rescuers.

c. Medical worker

Notes:
Firstly, the enterprise providing sports training guidance services; operating sports activities in the list of required sports activities with instructions must have sport training trainers.

Secondly, the enterprise operating in adventure sports must have enough professionals, including trainers, rescuers, medical workers.

2. Procedures for issuance of the certificate of business sports qualification
Dossiers for obtaining the certificate of business sports qualification:[3]

Application for issuance of the certificate of eligibility for sports business;
A summary of preparing necessary conditions for sports activity business;
A copy of the enterprise registration certificate;
A copy of the certificate, the diploma of professionals staff for adventure sports, water sports and sports activities that are compulsory to have trainers.

3. The order for issuing the certificate of sports business qualification[4]

Enterprises submit a record at the Department of Culture, Sport and Tourism where the registered sports business location or the headquarter is located.
After receiving the record, the Department of Culture, Sport and Tourism shall issue the dossier receiving paper, within 03 (three) working days from the date receiving records, enterprise shall be noticed directly or by document if the record needs to be amended and supplemented.
Within 07 (seven) working days from the date receiving dossiers fully, the Department of Culture, Sport and Tourism will examine these above sports business conditions and issue the Certificate of sports business qualification; if rejecting, the Department of Culture, Sport and Tourism will have to notice by documents that specify reasons.
